Why B-BBEE points can win or lose your tender
South African government tenders are evaluated on both price and B-BBEE preference points. How price points are calculated
The price points formula compares your price to the lowest compliant bid:
Ps = 80 × (1 − (Pt − Pmin) / Pmin)
Where Ps = your price score, Pt = your price, Pmin = the lowest acceptable offer price.
Example: If the lowest bid is R1,000,000 and your bid is R1,100,000, your price score = 80 × (1 − (1,100,000 − 1,000,000) / 1,000,000) = 80 × (1 − 0.1) = 72 out of 80 points.

Scenario: Three contractors bid on a R8 million project (80/20 formula applies).
- Contractor A: R7,800,000 bid, Level 2 B-BBEE → 80 points + 18 points = 98 points
- Contractor B: R7,500,000 bid (lowest), Level 5 B-BBEE → 80 points + 8 points = 88 points
- Contractor C: R8,200,000 bid, Level 1 B-BBEE → 73 points + 20 points = 93 points
Contractor A wins — despite being R300,000 more expensive than the lowest bidder. This is the power of understanding the formula and optimising both dimensions.
