B-BBEE Preference Points: How the 80/20 Formula Works in SA Tenders (2026)
Why B-BBEE points can win or lose your tender
South African government tenders are evaluated on both price and B-BBEE preference points. A contractor who prices 15% higher than the cheapest bidder can still win — if they have a significantly better B-BBEE score. Understanding how the points system works is not optional. It's one of the most important competitive levers available to you.
The legal framework: PPPFA
The Preferential Procurement Policy Framework Act (PPPFA) and the 2022 Preferential Procurement Regulations govern how preference points are applied in South African public sector tenders. These rules determine which formula is used and how points are allocated.
The two formulas: 80/20 vs 90/10
80/20 Formula (tenders between R30,000 and R50 million)
- 80 points for price — awarded based on the Price Points Formula
- 20 points for B-BBEE — based on your B-BBEE contributor level
90/10 Formula (tenders above R50 million)
- 90 points for price — awarded based on the Price Points Formula
- 10 points for B-BBEE — based on your B-BBEE contributor level
How price points are calculated
The price points formula compares your price to the lowest compliant bid:
Ps = 80 × (1 − (Pt − Pmin) / Pmin)
Where Ps = your price score, Pt = your price, Pmin = the lowest acceptable offer price.
Example: If the lowest bid is R1,000,000 and your bid is R1,100,000, your price score = 80 × (1 − (1,100,000 − 1,000,000) / 1,000,000) = 80 × (1 − 0.1) = 72 out of 80 points.
B-BBEE preference points by contributor level
| B-BBEE Level | 20-point tender | 10-point tender |
|---|---|---|
| Level 1 | 20 | 10 |
| Level 2 | 18 | 9 |
| Level 3 | 14 | 7 |
| Level 4 | 12 | 6 |
| Level 5 | 8 | 4 |
| Level 6 | 6 | 3 |
| Level 7 | 4 | 2 |
| Level 8 | 2 | 1 |
| Non-compliant | 0 | 0 |
Practical example: how the full score adds up
Scenario: Three contractors bid on a R8 million project (80/20 formula applies).
- Contractor A: R7,800,000 bid, Level 2 B-BBEE → 80 points + 18 points = 98 points
- Contractor B: R7,500,000 bid (lowest), Level 5 B-BBEE → 80 points + 8 points = 88 points
- Contractor C: R8,200,000 bid, Level 1 B-BBEE → 73 points + 20 points = 93 points
Contractor A wins — despite being R300,000 more expensive than the lowest bidder. This is the power of understanding the formula and optimising both dimensions.
How to maximise your B-BBEE score
- Obtain a valid B-BBEE certificate from an accredited verification agency
- EME (Exempt Micro Enterprise — turnover under R10m) automatically qualifies as Level 4 minimum; 51%+ Black-owned EME qualifies as Level 2
- QSE (Qualifying Small Enterprise — turnover R10m–R50m) can achieve up to Level 1 through the 4-element scorecard
- Keep your certificate current — expired certificates score zero and may result in disqualification
- Upload your B-BBEE certificate to your CSD profile — evaluators verify this directly
Common B-BBEE mistakes that cost you tenders
- ❌ Submitting an expired B-BBEE certificate — automatic zero or disqualification
- ❌ Certificate issued by a non-accredited agency — not accepted
- ❌ Wrong entity name or registration number on certificate — creates compliance queries
- ❌ Not knowing your level — missing out on points you're entitled to
How TenderProSA helps with B-BBEE scoring
TenderProSA's Evaluation Predictor tool automatically calculates your projected total tender score — price points + B-BBEE points — before you submit. Enter your price and B-BBEE level, and AI estimates your competitiveness against typical market bidders for that category and contract value.
Our Compliance Pack feature also includes a B-BBEE certificate verification checklist, expiry tracking, and document formatting checks — so you never submit a disqualifying compliance error again.
