What is the CIDB?
The Construction Industry Development Board (CIDB), established by the CIDB Act 38 of 2000, is the primary regulatory authority for the South African construction sector. It maintains the Register of Contractors (RoC) — a macro-risk management system that categorises contractors into nine grading levels. These grades serve as a "licence to trade" with the government.
Public sector clients are legally prohibited from awarding construction contracts to unregistered entities or to contractors whose grading falls below the required tender value limit. The CIDB operates through the CIMS (Construction Industry Management System) portal at www.cidb.org.za.
Grade 1 registration is the barrier-free entry point designed for new contractors with no construction history — it requires no financial statements, no track record, costs R450 per class of works, and is activated within 48 working hours.
Grade 1 Registration — The Barrier-Free Entry Point
Grade 1 is fundamentally distinct from all other CIDB levels. It is designed as a streamlined entry point for new companies that have yet to establish a financial history or construction track record. This "no qualifying criteria" status is intended to lower barriers to entry for Black-owned and SMME enterprises entering the formal construction economy.
For the majority of emerging contractors, Grade 1 represents the first step into tendering for public sector work — allowing contracts up to R500,000.
Key Advantages of Grade 1
While Grades 2-9 take up to 21 working days, Grade 1 applications are activated within 48 working hours of successful online submission and payment.
No audited financial statements, no management accounts, no proof of prior construction experience. The process is purely administrative.
Grade 1 registration is valid for 3 years. No annual update fee, no annual confirmations of particulars required.
With Potentially Emerging (PE) status, a Grade 1PE contractor can bid on Grade 2 tenders — up to R1,000,000.
Required Documents for Grade 1 Registration
CIPC Registration Certificate
Certificate of Incorporation (CoR 14.3) for Pty Ltd companies, or the latest CK1/CK2 forms for older Close Corporations. The company must be legally registered with CIPC.
Directors' ID Documents
Originally certified copies of identity documents for all directors or members. Certification by a Commissioner of Oaths must be no older than 3 months.
SARS Tax Compliance Status (TCS) PIN
A valid 10-digit TCS PIN from SARS. Apply through eFiling. This replaces the old paper tax clearance certificate and provides real-time tax status verification. Select purpose "Tender" when applying.
CSD Registration (MAAA Number)
The enterprise must be registered on the National Treasury Central Supplier Database (CSD) at secure.csd.gov.za. Provide your valid MAAA registration number with your CIDB application.
Share Certificates (Pty Ltd only)
For Pty Ltd companies, originally certified share certificates are required to verify ownership interest and B-BBEE ownership levels.
Administration Fee
A flat fee of R450 per class of works. For example, registering for both GB and CE costs R900. Payment via EFT or credit card on the CIDB portal.

You must register in the correct class for your type of construction work. You can register in multiple classes (R450 per class for Grade 1).

Construction, renovation or dismantling of permanent shelters — houses, commercial buildings, schools, hospitals
Civil Engineering
Engineering infrastructure — roads, railways, bridges, water treatment plants, dams, sewerage systems
Electrical Engineering (Infrastructure)
Power generation, transmission and distribution — power stations, substations, transmission lines
Electrical Engineering (Building)
Building electrical systems — wiring, lighting, distribution from control to consumption points
Mechanical Engineering
Mechanical infrastructure — HVAC, gas transmission, solid waste disposal, manufacturing process systems

Essential Compliance Ecosystem
While CIDB grade determines eligibility to bid, these additional compliance documents are mandatory for a valid tender submission:
SARS TCS PIN
10-digit real-time tax verification. Replaces old paper certificate. If you fall behind on VAT or PAYE, status changes to "Non-Compliant" instantly. Select purpose "Tender" on eFiling.
COIDA Letter of Good Standing
Mandatory for any business with employees. Proves registration with the Compensation Fund, submitted Return of Earnings, and paid assessments. Valid 12 months, renew by March 31st.
B-BBEE Certificate or Affidavit
EMEs (turnover below R10M) can use a free sworn affidavit instead of a full B-BBEE audit. Level 1 contributor (100% Black-owned) gets maximum preference points under 80/20 or 90/10 scoring.

Common CIDB Registration Mistakes to Avoid
Expired or Wrong TCS PIN
Your SARS TCS PIN must show "Compliant" status at time of application. Use purpose "Tender" — a "Good Standing" PIN for a tender application is a common reason for disqualification.
ID Certifications Older Than 3 Months
The CIDB requires certification by a Commissioner of Oaths no older than 3 months. Submitting expired certifications is one of the most common reasons for Grade 1 rejections.
Wrong Class Category
Registering in the wrong class (e.g., CE instead of EB for electrical building work) means you can't bid on relevant tenders. Verify the correct class before applying.
Missing CSD/MAAA Number
CSD registration is now mandatory for CIDB Grade 1. Register at secure.csd.gov.za first and provide your MAAA number with your CIDB application.
Using Agents to Fast-Track
The CIDB warns against agents who promise to fast-track applications. The board does not endorse agents. False declarations can lead to criminal charges or suspension from the register.
