CIDB Upgrade Requirements 2026
Complete guide to upgrading your CIDB grading in South Africa. Learn the requirements, timeline, costs, and step-by-step process for upgrading from Grade 1 to Grade 9.
CIDB Online Registration and Login
All CIDB registration, upgrades, and status checks are done through the CIDB CIMS Portal at www.cidb.org.za. The CIMS (Construction Industry Management System) is the online platform where contractors manage their registration, submit upgrade applications, and download their CIDB certificates.
How to Login to CIDB Online
- Go to cidb.org.za and click "Online Services"
- Enter your registered email and password
- Select your company from the dashboard
- Access registration status, certificates, and upgrade applications
When to Upgrade Your CIDB Grade
- You've completed a project at or near your current grade limit
- Your annual turnover supports the next grade level
- You have audited/reviewed financials ready
- You've spotted higher-value tenders you want to bid on
TenderProSA tracks your CIDB grading status and alerts you when you qualify for an upgrade based on your completed project values and financial records.
Why Upgrade Your CIDB Grading?
- Access Higher Value Tenders: Each grade unlocks significantly higher-value contracts. Grade 2 allows up to R1M, Grade 4 up to R6M, Grade 6 up to R20M, and Grade 9 has no limit.
- Competitive Advantage: Higher grading demonstrates proven track record and financial capacity. Many public sector clients require minimum Grade 3+ for medium-sized projects.
- SOE & Infrastructure Projects: Qualify for Eskom, Transnet, SANRAL, and municipal mega-projects. South Africa's R157 billion infrastructure pipeline requires Grade 5+ contractors.
- PE Status Benefits: Emerging contractors with PE status can access ring-fenced tenders specifically set aside for development, giving you less competition.
Grade 1 β Grade 2: The Critical First Upgrade
The Grade 1 β 2 transition is the most important upgrade in your contracting journey. It marks the shift from administrative registration (where no track record or financials are assessed) to performance-based grading where CIDB evaluates your actual project delivery capability.
What You Need for Grade 2
- Track record: Largest single completed project of at least R130,000
- Completion certificates: Signed by the client confirming project completion
- Project on RoP: The project must appear on the CIDB Register of Projects
- No financials required: Grade 2 does not require reviewed or audited financial statements
- Application fee: R450 + annual fee of R250
Grade 1 vs Grade 2 Comparison
Common Grade 1β2 Pitfalls
- β’ Project not on RoP: If the project owner hasn't registered the project on the CIDB Register of Projects, your track record won't be verifiable β follow up with the client before applying.
- β’ No completion certificate: A delivery note, invoice, or payment proof is not a completion certificate. You need a letter from the client confirming the project was completed satisfactorily.
- β’ Expired TCS PIN: Your SARS Tax Compliance Status PIN must be valid at the time of application. Check on SARS eFiling before submitting.
PE (Potentially Emerging) Status
PE status is a special designation that can be added to any CIDB grade (e.g., "2 PE", "3 PE"). It identifies your enterprise as emerging and developing, giving you access to ring-fenced tenders specifically reserved for emerging contractors β reducing competition from established companies.
PE Eligibility Requirements
- 51%+ ownership by historically disadvantaged individuals (HDIs)
- Annual turnover below R10 million
- Total employees fewer than 50
- Valid B-BBEE certificate or affidavit
PE Status Benefits
- Access to ring-fenced tenders reserved for emerging contractors
- Less competition β established contractors cannot bid on PE-reserved work
- Aligned with government's contractor development objectives
- Available for Grade 1β6 (most beneficial for Grade 2β4 contractors)
Apply for PE status during your initial CIDB registration or when upgrading your grading. You'll need to provide ownership details and a sworn affidavit confirming HDI ownership percentage.
Register of Projects (RoP) β Critical for Upgrades
Since April 2021, the CIDB requires all public sector construction projects to be registered on the Register of Projects (RoP). This has a direct impact on upgrades: only projects appearing on the RoP count as verifiable track record for grading assessments.
What This Means for Contractors
- The project owner (government department or SOE) is responsible for registering the project on the RoP
- If your completed project is not on the RoP, CIDB may not accept it as track record for your upgrade application
- Before applying for an upgrade, verify your projects appear on the RoP through the CIDB CIMS portal
- Private sector projects do not appear on the RoP β only public sector work counts for CIDB grading
Tip: When you complete a public sector project, request written confirmation from the project owner that the project has been registered on the CIDB RoP. This protects your track record for future upgrades.
Official CIDB Grading Designation Table β Financial Thresholds
The table below reflects the official CIDB financial capability requirements per grading designation. Each grade has a maximum tender value limit and minimum track record (largest completed project). From Grade 5, minimum annual turnover and available capital requirements also apply.

CIDB Upgrade Requirements
1. Proof of Completed Projects (Track Record)
Your track record is the largest single completed project value. For Grade 2, this must be at least R130,000. Projects must be registered on the CIDB Register of Projects (RoP).
- Signed completion certificates from clients (not just invoices or delivery notes)
- Contracts showing project scope, value, and class of works
- Verification that project appears on the CIDB Register of Projects (RoP)
- Important: Only public sector projects on the RoP count for CIDB grading assessment
2. Financial Statements
Financial capacity requirements vary by grade level.
- Grade 1: No financial statements required (barrier-free entry)
- Grades 2-4: Management accounts acceptable β track record is the primary assessment criterion
- Grades 5-6: Independently reviewed financial statements by a registered accounting officer
- Grades 7-9: Audited financial statements by a registered auditor
- Important: Financial statements must be less than 12 months old at the time of application
3. SARS Tax Compliance Status (TCS PIN)
A valid SARS Tax Compliance Status (TCS) PIN is mandatory. The TCS PIN replaced the old paper-based tax clearance certificate. Apply through SARS eFiling if you don't have one. The PIN allows CIDB to verify your tax compliance status electronically in real time.
4. Company Registration Documents
CIPC registration certificate (CoR 14.3 for PTY Ltd companies), company profile, and certified copies of all directors' IDs (not older than 3 months). For sole proprietors, ID and proof of business registration. CSD registration with MAAA supplier number is also required.
5. Application Fee Payment
CIDB application fees (2026):
- β’ Grades 1-2: R450 per class of works
- β’ Grades 3-9: R750 per class of works
Annual renewal fees: Grade 1 = R0, Grade 2 = R250, Grade 3 = R350, Grade 4 = R650, Grade 5 = R2,000, Grade 6 = R4,000, Grade 7 = R12,000, Grade 8 = R30,000, Grade 9 = R55,000. Payment via EFT or credit card.
Step-by-Step Upgrade Process
Gather Required Documents
Collect completion certificates, contracts, and verify your projects appear on the CIDB Register of Projects (RoP). Get your TCS PIN from SARS eFiling and ensure CSD registration with MAAA number is current. For Grade 5+, prepare reviewed or audited financial statements.
Log into CIDB Register
Access the CIDB online portal at www.cidb.org.za. Use your existing contractor registration credentials.
Submit Upgrade Application
Complete the online upgrade form. Upload all required documents in PDF format. Ensure file sizes are within limits (typically 5MB per file).
Pay Application Fee
Pay via EFT or credit card. R450 for Grade 2, R750 for Grades 3β9. Keep proof of payment. Application won't be processed until payment is confirmed.
CIDB Verification & Activation
CIDB verifies your documents, checks project track record against the Register of Projects, and assesses financial capacity (Grade 5+). Processing takes approximately 21 working days. Once approved, your upgraded grading is visible on the Register of Contractors.
Download Updated Certificate
Once approved, download your new CIDB certificate from the CIMS portal. Update your company profile, CSD registration, and tender submissions with your new grading. Set a reminder for your annual fee payment to avoid lapsing.
Common CIDB Upgrade Mistakes
Mistake #1: Project Not on Register of Projects (RoP)
Since April 2021, CIDB requires projects to be on the RoP for track record verification. If the project owner hasn't registered the project, your track record won't count. Always confirm with the client that the project is registered before applying.
Mistake #2: No Proper Completion Certificate
Invoices, delivery notes, and payment proofs are not completion certificates. You need a formal letter from the client stating the project was completed satisfactorily, including the project value, scope, and dates.
Mistake #3: Expired TCS PIN or ID Certifications
Your SARS Tax Compliance Status PIN must be valid at submission time. Director ID copies must be certified within the last 3 months. Check both before submitting your application.
Mistake #4: Wrong Accounting Officer for Financial Statements
For Grades 5β6, financial statements must be independently reviewed by a registered accounting officer β not just any accountant. For Grades 7β9, a registered auditor is required. Using the wrong professional will result in your application being rejected.
Mistake #5: Missing CSD Registration
CIDB now requires your Central Supplier Database (CSD) registration with a valid MAAA supplier number. Without CSD registration, you cannot bid on government tenders regardless of your CIDB grading. Register at secure.csd.gov.za.
