SBD 6.1 Preference Point Formula (2022 Regulations)

The price score for each bidder is calculated using the official formula prescribed in the Preferential Procurement Regulations, 2022:

80/20 System (Tenders ≤ R50 million)

Ps = 80 × (1 − (Pt − Pmin) / Pmin)

  • Ps = points scored for price by the tender under consideration
  • Pt = rand value of the bid under consideration
  • Pmin = rand value of the lowest acceptable bid

90/10 System (Tenders > R50 million)

Ps = 90 × (1 − (Pt − Pmin) / Pmin)

The formula is identical; only the multiplier changes from 80 to 90, reducing the preference-point allocation from 20 to 10.
